The city's new Administrative Penalty System will provide a streamlined process to resolve disputes and process requests for additional time to pay fines associated with Automated Speed Enforcement (ASE) camera-based infractions.
As of May 21, owners of vehicles caught going over the speed limit where an ASE camera is operating in the City of Barrie will be issued a “Penalty Order”, which will be processed through the city’s Administrative Penalty System. This is a change from the currently issued “Offence Notices”, which are processed through the Provincial Offences Court system.

Under the Administrative Penalty System, the vehicle owner can dispute/request an appeal of the penalty with a Screening Officer. Screening Officers may confirm or cancel the administrative penalty, reduce the amount of the administrative penalty or grant additional time to pay. Appeals will be conducted electronically (accommodations will be available). Information on how to dispute/request an appeal is available at barrie.ca/APS.
Administrative penalties will still be sent in the mail. In the event of a Canada Post labour disruption, penalty orders may be delivered by an alternate courier. Fine amounts will remain the same. Fine amounts are governed by the Highway Traffic Act and related regulations.
As with current ASE tickets, administrative penalties do not go on a driving record and demerit points are not issued. For more information about Automated Speed Enforcement in the City of Barrie visit barrie.ca/ASE.
