Police say the driver failed to produce his licence and refused to identify himself.
When officers told him to turn off the vehicle, he allegedly tried to put it into gear and revved the engine several times in an apparent attempt to drive away.
Police say the passenger reached over and removed the keys from the ignition, preventing the vehicle from moving as officers tried to restrain the driver.
Following a brief struggle, the driver was arrested and taken to Barrie Police Headquarters.
Police say he was found in possession of suspected crack cocaine and drug paraphernalia.
The Barrie man was charged with obstructing and resisting a peace officer, operating while prohibited, possession of cocaine, failing to comply with probation, and failing to provide identification under the Highway Traffic Act.
