Collingwood Chief Administrative Officer Sonya Skinner has been recognized with one of Canada's top public service honours, receiving the 2026 Institute of Public Administration of Canada (IPAC) Established Leader Award.

The award was presented during IPAC's National Public Service Symposium in Ottawa on Oct. 7. The national recognition celebrates public administration leaders who have demonstrated significant achievements over their careers, made meaningful contributions to the public interest, and helped strengthen confidence and trust in public service.

Skinner, who has served as Collingwood's CAO since 2020, was selected from a national shortlist of seven nominees representing public-sector organizations from across Canada.

With more than two decades of executive and board experience, Skinner has held leadership roles across municipal administration, environmental regulation, transportation, information technology and analytics. Her career includes senior positions with the Grey Sauble Conservation Authority and the Ontario Public Service.

Since joining the Town of Collingwood, Skinner has led initiatives focused on improving governance, strengthening financial sustainability and building community trust.

“It’s a great honour to receive IPAC’s Established Leader Award. I am grateful for the recognition and proud to work alongside so many dedicated colleagues and community leaders. The progress we have made together is what makes this recognition especially meaningful,” said Skinner.

Town officials said the award also reflects the strength of leadership throughout the organization, noting several municipal employees have received industry recognition or awards this year.

The town says its staff continue to support residents, businesses and visitors through community-building initiatives, public services and collaborative leadership.

The IPAC Established Leader Award recognizes public sector professionals who have demonstrated exceptional leadership and lasting impact throughout their careers, helping advance excellence in public administration across Canada.
