
The District Municipality of Muskoka is rolling out two new housing programs designed to tackle affordability challenges across the region, offering support for first-time homebuyers while encouraging the creation of more rental housing.
Applications are now open for the Development Charges Forgivable Loan Program and the Head Lease Funding Program, initiatives officials say are intended to ease financial pressures for residents, builders, and landlords as housing costs continue to rise.
“With affordability challenges only increasing right now, we are rolling out two programs that can help both Muskoka residents and builders with housing costs. As promised, we are reducing the cost of District development charges for first-time homebuyers,” said Jeff Lehman, Chair of the District of Muskoka. “Second, our Head Lease Funding Program is now open for business, introducing a new approach to help increase the supply of rental housing.”
Support for First-Time Homebuyers
The Development Charges Forgivable Loan Program is aimed at helping Muskoka residents enter the housing market by offsetting the cost of development charges on newly built homes. Development charges are paid at the time a building permit is issued, and help fund essential infrastructure such as roads, water, sewer, and other municipal services.
Through the program, eligible first-time homebuyers may receive a forgivable loan of up to $15,000 to help cover those charges. The loan does not need to be repaid as long as program requirements are met over a three-year period.
District officials say the funding is limited and dependent on available resources, and interested residents are encouraged to apply as soon as possible. Applications can be submitted through the District’s website, or residents can contact the Affordable Housing Office for more information.
New Approach to Rental Housing
The second initiative, the Head Lease Funding Program, targets the rental market by partnering directly with landlords and developers.
Under the program, the District will lease housing units from property owners and provide stable, guaranteed monthly payments. The District will then sublease those units to residents in need of affordable housing. Officials say the arrangement reduces some of the management responsibilities typically faced by landlords while also expanding access to affordable rental units.
Applications for the Head Lease Funding Program are open to developers and landlords until Friday, June 5, 2026. The District is encouraging interested parties to submit proposals or contact the Affordable Housing Office to discuss eligibility and participation.

District officials say the two programs reflect a broader effort to address housing pressures across Muskoka, where affordability has become a growing concern for residents and workers alike.
By lowering up‑front costs for first-time buyers and incentivizing rental supply through guaranteed leases, the District hopes the programs will create more housing options for people at different stages of life, while supporting responsible development in communities across the region.
