Should the parents of bullies have to pay a fine when their kids act up?

In Wisconsin Rapids, Wisconsin, city council made the first move to put something on the books to address school bullying.

Parents could be fined about 300 bucks.

The schools’ superintendent says they’ve tried everything else, and says maybe getting the parents involved financially will help them address their kids’ behavior.
