The City is redeveloping two downtown waterfront parks—Sam Cancilla Park and Phase 1 of Heritage Park—and is inviting the community to help shape the design concepts for each space. Both redevelopments align with the 2023 Waterfront Strategic Plan, which outlines a 10‑year roadmap for improving the waterfront along Kempenfelt Bay.

“Redeveloping Sam Cancilla Park and moving forward with the first phase of Heritage Park represents a meaningful opportunity to elevate Barrie’s waterfront and drive investment in the downtown,” says Michelle Banfield, Executive Director of Development Services. “Engaging the community in these redevelopments is critical and will help ensure the final designs for these key parks reflect shared priorities and aspirations.”

Prior to the Sam Cancilla Park redevelopment, the existing underground reservoir in the park will be decommissioned and the associated booster pumping station will be completely removed. Other enhancements being considered for Sam Cancilla Park include a public art feature, new play area(s), a water feature or fountain, and seating, among others.

The Heritage Park redevelopment will occur over two phases, with Phase 1 focused on the reconstruction of the water play feature and immediate area.

Both park redevelopments will consider incorporating accessible pathway connections, native plantings, and new site furnishings into their final designs.
