According to the Bill, "It generally consists of extending the thumb and smallest finger while holding the three middle fingers curled, and gesturing in salutation while presenting the front or back of the hand; the wrist may be rotated back and forth for emphasis."
In other places, it's known as "Hang Loose."
It's used in many scenarios,
-When someone lets you merge into their lane.
-When you see a friend in passing and want to quickly greet them while you both continue on your way.
-When you're at an understanding with someone and you want to signal that everything's all good.
It's said to be a "symbol of happiness."
The bill explains, "As the shaka is now used around the world, this Act ensures that Hawaii retains recognition as the birthplace of the shaka."
