The City of Orillia is locking in plans for future growth after years of studies, public input, and talks with neighbouring townships.
City council has approved "Option 1 - Recommended Option," targeting about 196.1 developable hectares from Severn and Oro-Medonte to support growth over the next 20 to 30 years.
“Council’s decision on our municipal boundary expansion marks an important milestone in planning for our City’s future,” said Mayor Don McIsaac. “This step reflects a proactive and responsible approach to accommodating both housing and employment needs. The selected location is a result of careful consideration and meaningful input from our neighbouring Townships and residents throughout the process.”

City Chief Administrative Officer Amanpreet Singh Sidhu expressed the city's gratitude to Severn and Oro-Medonte for their collaboration during the boundaries review and to staff for "their diligence in following a respectful and informed process throughout the project."
Of the lands identified, the city says 90.3 hectares is set for employment growth, with 105.8 hectares for housing, commercial, recreation, and institutional use.
Officials say after the 2026 election in October, the city will begin talks with Simcoe County and the townships to finalize annexation details.
